urban tactics supports municipalities, developers, property owners, foundations and civic initiatives at the intersection of urban development, participation, politics and communication. For international partners, we provide local knowledge, strategic orientation and access to Berlin’s complex urban ecosystem.
Founded by Simon Wöhr, we have been shaping projects for over 14 years that are now considered best practice – including the Holzmarkt Quarter, the House of Statistics, and the Radbahn Innovation Corridor. What they have in common: ambitious goals, complex stakeholder situations – and the courage to take innovative paths.

The Team

Simon Wöhr
Simon is an experienced initiator, project manager, and author specializing in sustainable urban transformation and heads the office urban tactics. He develops and moderates processes in which diverse perspectives merge into shared narratives, viable decisions, and vibrant places.
His strength lies in launching projects, positioning them in terms of content and strategy, and navigating through complex political and social contexts – with empathy, clarity and a strong sense for dynamics and timing.

Natalia Luneva
Natalia is a sociologist and cultural manager with many years of experience in Berlin's cultural and creative scene. Born in the Ural Mountains, she has lived in Berlin since 2005 and is comfortable working at the intersection of urban planning, culture, public relations, and organizational development.
At urban tactics, she combines analysis, organization and communication: from surveys and location analyses to interim uses, public relations, invitation management and the organization of workshops.
